U.S. Staffing Industry Will Grow Faster And Add More New Jobs Over The Next Decade Than Just About Any Other Industry :)

The U.S. staffing industry will grow faster and add more new jobs over the next decade than just about any other industry, according to BLS estimates. In its most recent projections, BLS says that the employment services industry-which is primarily staffing-will grow at an average annual rate of 3.8% from 2004 to 2014, adding nearly 1.6 million new jobs. On the agency's list of the top 10 detailed industries expected to have the largest job growth, employment services ranks first in terms of number of jobs and third in terms of growth rate.

"The catalyst for [the employment services] industry's growth will be increases in the demand for temporary staffing services as flexible work arrangements and schedules continue to proliferate and businesses make their staffing patterns more responsive to market changes," wrote BLS economist Jay M. Berman in the November 2005 Monthly Labor Review.(40) Employment in office and administrative support occupations is expected to grow more slowly than overall employment, in part because of "the greater use that organizations make of temporary workers employed by the employment services industry." In the industrial sector, BLS projects growth in construction jobs will offset a decline in manufacturing employment.

"One-eighth of the new jobs [in construction]-and the fastest growth-is expected to be in the employment services industry." While BLS estimates that manufacturing jobs will decline by more than 750,000 jobs, which is one-quarter the rate of the previous decade, Berman notes nonetheless that production "employment is projected to grow by nearly a quarter of a million in the employment services industry, which provides employees to other industries on a contract or fee basis." As for other sectors, Berman says, "Nearly 25% of all new jobs will be in the professional, scientific, and technical services sector, which includes management, scientific, and technical consulting; and accounting, tax preparation, bookkeeping, and payroll services." About 20% of new jobs are expected to be in health care.

Other leading growth sectors include education (especially at colleges) and government (mostly local). Berman also noted that "Legislation and court rulings setting standards in occupational safety and health, equal employment opportunity, wages, health care, pensions, and family leave will increase demand for employment, recruitment, and placement specialists." Because staffing professionals are already well-versed in employment law-and ASA members are kept abreast of new developments-organizations can turn to staffing companies to access specialists with that expertise. Among the 10 major occupational groups tracked by BLS, employment in the two largest in 2004-professional and related occupations and service occupations-will increase the fastest and add the most jobs through 2014.

Just these two groups are expected to account for almost 60% of the total job growth in that period, said Norman C. Saunders, the BLS economist who oversees the agency's projections.(41) But the two groups, he noted, are also on opposite ends of the educational attainment and earnings spectrum. It's important to consider the key assumptions BLS made in developing these projections: the economy will continue to grow at a strong pace, though a little slower; inflation will be restrained; productivity growth will moderate closer to historical norms; the unemployment rate will remain steady at about 5%; and both the U.S. population and work force will grow at an annual rate of 1%.

These assumptions are important because their indicators were headed in this direction when Ben Bernanke's "Goldilocks" op-ed ran last summer, and it's where the economy was headed in the first quarter of this year, when Harris Nesbitt's Jeff Silber glowed about Goldilocks too. Moderating employment growth in the staffing industry "may actually be a good thing," Silber says, because it suggests overall employment growth may slow, which would "temper unemployment rates and keep labor markets from getting too tight." While a falling unemployment rate may boost demand for staffing and recruiting services, when it falls below 4.5%, he says, the labor market becomes too tight and growth of the staffing industry is constrained by lack of supply.

To be sure, ASA data show that the staffing industry employment growth rate dropped from double digits in 1997 to the low single digits in 1998(43) when, BLS data show, the U.S. unemployment rate fell into the 4.3% to 4.6% range. Assuming GDP of mid- to low 3% and an unemployment rate of 5%, Silber is projecting temporary staffing employment growth of 4% to 6% and revenue growth of 7% to 9% in 2006. Staffing Industry Analysts Inc. estimates that temporary help revenues will grow 9% in 2006, and search and placement revenues will grow 22%. These growth rates are slightly lower than 2005's.

But they are more than double the expected rate of overall economic growth. Goldilocks economy or not, what worries America's staffing professionals most is finding qualified employees to meet their customers' needs. Both already see skill shortages. This poses clear challenges-but also exciting opportunities-for an industry that specializes in finding the best talent for businesses.

Herman Trend Alert: China’s Future Labor Market December 19, 2007

Over the past decade, China's annual GDP increase has been nearly ten percent and for 2007, that growth is nearly 12 percent. We have watched this growth with interest and concern. China’s striking rise to prominence is evident in many ways. Few expect that Chinese economic growth will slow substantially anytime soon.

Many of the developed countries have felt significant losses as the Chinese economy has prospered. However thanks to the Adecco Institute White Paper, published this month, we have a better understanding of China’s situation.

China is not without its own list of major challenges: a significant and growing shortage of skilled workers, "massive economic transition, increasingly unequal income distribution, high unemployment, economic imbalance such as rising inflation, and a fast-aging workforce" (
http://www.hermangroup.com/alert/archive_12-3-2003.html) are already beginning to have a detrimental effect on its national labor market. Moreover, as time passes, these challenges, if not addressed appropriately, will limit economic growth.

Back in 2005 (

"Of all China’s worries, there is little doubt that the growing shortage of skilled workers---leading to severe recruitment and retention problems---is one of the most pressing." It is surely at the top of foreign and local business interests. Certainly, the continuity of economic growth in China, and the sourcing of products there by foreign and national firms, will depend on the ability of Chinese firms to recruit and retain skilled workers, as well as their making productivity improvements. "China is (currently) at full employment for skilled, technical, and managerial talent." In research conducted for the Adecco Institute, the Shanghai Academy of Social Science found that China's labor market faces 5 to 10 year supply constraints in five key areas of skilled labor: "management talent, English language skills, Research & Development personnel, senior and secondary technically skilled workers, and holders of professional certificates".

China's continued growth will depend on employers' addressing these critical issues.

Each year at this time, The Herman Group issues its annual forecast. Typically, we have offered an abbreviated version to conform to our one-page per Herman Trend Alert format. This year, once more, we offer you our full forecast for the coming year:

1. Recruitment in a Tightening Labor Market Even the coming economic slowdown will not completely stop the creation of jobs. Moreover, stimulated by job creation and the fact that skilled workers in many occupations are in short supply, time-to-fill openings will also continue to increase as will the costs.

2. More Employers Turning to Recruitment Process Outsourcing (RPO) In an effort to reduce costs, more large employers will turn to companies like The Right Thing, Inc. and others will step in to provide a wide variety of recruitment services on an outsourced or insourced basis, including providing customized services for clients, based on specific needs.

3. Retention in the Face of Increasing Choices for Employees Recent studies reflect that employee turnover is accelerating. With increasing choices we will see more attrition, especially from the ranks of long-term employees. Wise employers will conduct "stay interviews" and provide re-orientation to their seasoned employees. More employers will begin to be aware of the value of contingent employees and address the issues of retaining them.

4. More Employers will focus on Metrics Following the lead of large employers, more medium-size employers will embrace technology to manage the employee life-cycle and operate more efficiently. This increased efficiency will drive more profit to the bottom line.

5. Leadership Deficit Becomes More Apparent As companies experience the re-careering of Baby Boomer executives, they will become more aware of the lack of qualified supervisors and managers to move up into higher positions. The organizations' previous lack of training for would-be leaders is to blame.

6. Lack of Succession Preparation
Organizations will become more acutely aware of their lack of succession preparation. They have simply not invested in leadership training so that their supervisors, managers, and executives are not ready to move into the positions.

7. More Employers Accommodate Older Workers to Maintain Intellectual Capital The drive to retain older workers will cause companies to work harder to accommodate the wants and needs of older workers. AARP will support employers' drives to hold onto these valuable employees. More employers will embrace flexibility in all aspects of work to adapt to the wants and needs of their retirement-age associates.

8. More Awareness of the Link between Economic- and Workforce Development Workforce development issues move to top-of-mind for communities, as they become more aware of the workforce imperative---that business and industry will only locate where there are the skilled workers to fill their open positions. This awareness will lead organizations to focus more on middle- and high-school students to begin to expose them early to the careers available in their communities.
